What actually drives retaining wall cost in San Diego

A short landscape edge and a permitted hillside retain are different jobs. Compare written scopes, not a single unit price.

Height, surcharge, and which drawing you are on

Inside City of San Diego limits, Information Bulletin 220 triggers a building permit when the wall is over three feet from the top of the footing, and in other listed cases such as surcharge or steep backfill. A short wall supporting a driveway can still need a permit.

A permit is not automatically a custom engineer-and-geogrid package. Information Bulletin 221 still offers standard cantilevered masonry designs for walls no higher than six feet, inside that bulletin’s soil, surcharge, and geologic limits. The City’s published 221 URL uses a misspelled folder (information-bulletain); ask Development Services for the current bulletin. Walls outside those limits need a California-licensed design professional. Ask the bidder which path they are using.

Unincorporated County rules are a multi-condition test, not a single height number. Other cities set their own rules. Confirm with the department that serves the parcel.

Line items that change the number

Ask whether the quote includes excavation, the wall system, drainage, backfill, design, permits, demolition of an existing wall, and access. Access on a tight or steep lot can dominate labor even when the visible face looks short.

Drainage is not an upgrade. For the City’s standard masonry design, where it applies, the bulletin specifies a perforated drain pipe and a gravel layer behind the wall. Other systems need their own drawing. A quote that omits drainage is incomplete.

Getting a number you can use

Have someone measure retained height along the run. Photos hide grade changes. Ask each crew for the same dimensions and the same inclusions. Our cost per foot page explains why a unit rate without that scope is not a comparison.
